We can provide developers with the ability to restart tomcat on
development. Keep in mind though that this should never become a
requirement or expectation for its proper environment - once we
release to the public, the database and application will sit on a
production machine that not even I will be able to mess with - you'll
have to be a sworn and certified sysadmin to do so :)
