I think the ticket was assigned to Vladimir. 

If that happens, btw, we need to include one additional functionality (aside from also changing the password recovery system): the ability for an admin person to move/park submissions under another account ID. (For really hopeless submitters, I sometimes have to resort to logging in under their credentials to create a submission for them, etc. -- so being able to transfer a submission that I have created under my own account is valuable).
