That depends on the framework and what resources are devoted to. For  
example, code developed under NESCent sponsorship (such as a NESCent- 
sponsored hackathon) must be or become available as open-source. But  
there are different moving parts in, for example, making MEGA support  
NeXML output. Perhaps some moving parts, specifically those  
benefitting from collaborating with non-MEGA people, can be coded as  
open-source.
