[Treebase-devel] /phylo/treebase/phylows PURLs

I changed the PURL base path to redirect to http://treebase.nescent.org/treebase-web/phylows 
  instead of the 6666 instance.

Let me know if you encounter issues, or if you want them to redirect  
elsewhere (dev or staging).
