This issue subsumes issue #2717395 which refers to old consistency checker logs. New logs have been produced that need to be resolved. These new logs were created using the perl API that has been ported to postgres.

The most critical consistency reports were implemented and run before release, but they are far from automated and require extensive manual inspection and understanding of the data. So this remains on the table, but with a new priority.
