#108 Associate Editors can Delete or Edit other Officers

"Associate Editors" should not have the power to delete or edit "Administrators" or other "Associate Editors", but currently they do. This needs correcting. Note that they do have the power to Update User Info, Merge Users, and Merge Persons so long as none of these are Associate Editors or Administrators.
