#166 World light blinks on ANY input

Tcl/Tk version: 8.4.9
Trebucket version: 1.069

It used to be if you set "Stop scrolling once screen's
full" that the world light would blink on and off once
it was full and had more input. Now it just blinks on
ANY activity being received.

Please restore old funcitonality!!!
