#61 Hide Buildings not wanting to upgrade

My idea is that you can choose buildings from the list, that you don't want to upgrade.
A good example is the embassy:
If you don't want to found an ally you just need grade one. It would be nice to have a button or something else where you can choose to hide the embassy from the list of possible upgrades.
