Improved ODRPaintVisitor

Improvements in the SVN-version:
Not all ways are drawn with a name or with the same font-settings in all zoom-levels now.
Also the ODRPaintVisitor became the new default-renderer and the usage of LevelOfDetail-DataSets was improved.
