can't start application on Win7

I tried to install TranscriberAG (TranscriberAG-2.0.0-b1_Win32.exe) on Windows 7 Professional (English, set to German locale).
Installation was fine but when starting the software I get the following error message:

TranscriberAG.exe - System Error
The program can't start because libintl-8.dll is missing from your computer. Try reinstalling the program to fix this problem.
--
No changes after reinstall.
Surprisingly the installation process was partly in French - so I assume that some language component is not setup correctly - ??

Same problem on Windows XP Pro SP3, English version. The message is:
"This application has failed to start because libintl-8.dll was not found. Re-installing the application may fix this problem."
Reinstall still doesn't help, I again tried a few times. Is this a general issue in Win7? Does it run well on XP?
