Trial and error shows that the following works for both versions of
install-info:

    # (Copy *.info file to /foo directory.)
    cd /foo
    install-info --info-dir=. $INFO_FILE

Just thought I'd mention, since I posted a message saying I would
provide a small tramp.info file patch concerning install-info usage
and particularly on debian, that it has become somewhat complicated by
a lack of information concerning how to use debians install-info.

Easy enough to use it to edit the sytem dir file but I haven't been
able to devine out how to create and maintain a user owned dir file
in tramp/texi or something similar.

I have found out that debian install-info has been a problem for years
and see various threads about it as a problem for quite some time.
Anyone running debian themselves can easily use debian install-info to
update,insert, remove an entry in /usr/info/dir, but a non-root user
would have some trouble, in fact, lots of it, trying to use debian
install-info without root. 

I've posted to debian-user several times now but have not gotten
usefull info.  Only tips about using gnu install-info which is not
difficult.

It may be that the best advice is for a debian users to get and install
the gnu install-info for that purpose.  I'm waiting a bit longer for
various posts to grow old before turning in my patch.
