Missing Examples of Use of the Concern 'Wildcard'

The intent is that the 'Concern' can be used as a wildcard (where it makes sense) if an element is missing so that an orphan is avoided (which violates TRAK Bye Law BLV-3) and identifies where work needs to be done to explicitly complete the view.
For example if, on an EVp-02 Capability Hierarchy view we have an Enterprise Goal that has no Capability we would:
1) create a Concern 'Missing Capability' and connect it to the Enterprise Goal with the 'about' relationship
2) connect the Concern to the Enterprise (the subject of the view) that has the Enterprise Goal with 'about' so that the 3 are linked 'Enterprise' <-- about -- Concern --> Enterprise Goal
