#610 BUG- single text styling that are not working

this bug is in the styling interface un der publish - edit publication sections
Some of the styling works for single document styleing - this is testing with single witness text not collated texts.

in all these cases the rule doesn't appear in the decoration list in hte styling interface.

However applying
Line pr paragraph do weird things

will override any styling on the page

paragraph

will usually override any styling on the page if one can apply the paragraph style to the smaller element annotated see images below. one had paragraph ony the other has paragraph and italic.

The status was suppressed in the logic because it is connected to Bootstrap and not regular CSS, but the interface had it not commented out yet.

marked is changed to UPPERCASE since that is a thing that people could want and is easy to do and keeps an even number of rows.
