#5 PDF417 does not encode one character codes in code set A

If you create a PDF417 barcode that is one character long in codeset A, the
data for the barcode will not be encoded. To test, encode either 'A' or 'B' by
itself. This will show the problem.

What is happening is only 1/2 of the codeword is being generated. The pad for
the other half is not.
