Also the package project files only seem to build the 404_r160.bpl, not any other bpl's. The old 404 project files build them all OK

I fixed the .inc file.

The packages were changed to use the LibSuffix a while ago. So when adding them to another package you'd only write "S404_r" in the requires section.
