#17 Erroneous reference to FilCtrl.obj

StSystem.obj built with Builder 6 contains a reference to
FileCtrl.obj which doesn't exist.

There is a FileCtrl.dcu, FileCtrl.res, FileCtrl.pas, and a
FileCtrl.hpp in their respective directories in the Builder 6
folder, but there is no FileCtrl.obj there are in the
SysTools folder anywhere.

This causes a Fatal Linker Error: Unable to
open 'FileCtrl.obj' if any of the functions in StSystem are
used.
