You probably have udev running and don't need to create the device with
mknod. instead you must load the device driver explicitly. try
modprobe tpm_atmel after the reboot.

I assume you mean you tried to cat /sys/class/misc/tpm0/device/pcrs.
You can't cat the /dev/tpm.
