#1 Bug in URTPOL4

In the quartic polynomial solver, the degenerate case where coeff^[0] is 0 appears to be handled incorrectly. The line:
Cf^[0] := Coef^[1]; Cf^[1] := Coef^[2]; Cf^[2] := Coef^[3];
Is creating a set of polynomial coefficients to hand off to the cubic solver, *but* you're not using the 4th degree coefficient.
