#19 Add support for loop count in animated GIFs

Netscape added an extension to GIFs that allows for a loop count to be
specified. There may be some other way to specify how many times the image is
to be looped. The attached example is only supposed to be looped once, stopping
at the last frame. The example was submitted by Scott Woods, 8/9/2002, in the
iPRO newsgroup.
