#2 EnumDevices is faulty

The EnumDevices method doesn't get all available devices, as an added bonus,
the FilterUnsupportedDevices behaves somewhat erratically. DCC serial and
parallel cable connectoids show up as valid devices.

fixed, added a TAPI enumeration collection. The TapiDevices property now gets
the device names through accurate filtering. See the 4.02 code for details.

Backed out the collection code. The new code would prevent the device from
being opened after it had been used. Need to revisit this for next time.
