#13 Putxxxx commands for TApdComPort component

Add a new Putxxxx command for the TApdComPort (and
TapdWinsockPort) component. This component really
needs a PutStream method. Currently I (we) have to
add code to manually do this every time we need this
capability. I know I can create a descendant ad do it,
but I think it makes more sense to have it added.
