#10 Configuration options for plugins& file based decision trees

If I've saved a tree (not via "new
decision tree", but by altering an existing tree!) then I have to re-open my own tree each time I re-open ToxTree. Ideally, I would like to be able to tell ToxTree which trees to open automatically and which
not to.

A config file/registry can be introduced in order to remember plugins location and other user settings, including last decision tree loaded.
