#2 Capslock toggle as activator

I may experiment with this myself when I have a moment, but I'd like to see if using capslock to toggle the arrow keys would work better than having to hold it down.

So the request:
* Allow "Capslock toggle" to activate arrow keys. (as opposed to holding down a key).

My keyboard doesn't let you hold shift+ctrl+capslock on one side of the keyboard, so making capslock toggle it may work around that issue.
