#2 touch.exe - Entry Point Not Found

When I invoke touch.exe with or without command line
parameters, I get a messagebox with the title
"touch.exe - Entry Point Not Found" with the message
"The procedure entry point
TzSpecificLocalTimeToSystemTime could not be located in
the dynamic link library KERNEL32.dll."

I'm running Windows 2000 SP4.
