Follow up to another problem with multiple repositories....
It appears that the Tortoise's cvsweb interface does not pass CVSROOT. So multiple repositories don't work.
And it appears that cvsweb (I'm using version 1.112) tries to set CVSROOT based on an arbitrary pull-down menu structure.
#1 cvsweb needs to check to see if CVSROOT is already set and skip it's own check if it is
#2 Tortoise needs to pass CVSROOT so it can pick the correct repository.
Neither of these sounds like a big change
