Hello,

This RFE is related to:
RFE [ 659232 ] restore freedom of cvs commit -m

I am an administrator of a large repository and all of my users use
tortoise cvs.
I am in the process of entering commit comments validation and requiring
certain fields to have values in the comment (something like BUG ID:
934985).

since tortoise doesn't show the commit template, users don't see the
fields which they need to fill...
obviously, this causes them a lot of frustration.

Could you please make this -m switch in the commit command optional so
users can turn it off from the prefrences or something?

it seems very unreasonable that such an important switch would be static.
