#697 Open current module's preferences automatically

If opening the TCVS preferences from a module / directory for which module-specific preferences have been defined before (by unchecking the checkbox on the scope tab), it would be nice if the preference dialog detects this and show the module-specific preferences instead of the global preferences.

Currently, if you specify module-specific preferences for a module directory, close the preferences dialog, and open it again for the same directory, the global preferences instead of the module-specific preferences are shown, which is confusing, because you never know for sure if you already defined module-specific preferences for that module directory or not.

Moreover, a list box on the scope tab that lists all modules for which module-specific preferences have been defined would be great. Choosing on of the modules from the list should load its preferences to edit them.
