I have filename with accented characters. I can get a module with TortoiseCVS without problem (I add cvs -oISO8859-1 in my .cvsrc file).
Files with accented characters are marked as "non-CVS" but they are prestent in the CVS/Entries file (with accents). So I can't update, see history or checkin them because contextual menu don't propose these options (only add and few others).
If I type a CVS command directly in CVSNT (cvs log "file name with accent"), it works !
So I think it's not an CVSNT problem but a TortoiseCVS problem...
OS : Windws 7 64 bits
