#1387 Edit policy "Concurrent or exclusive editing" broken

When the Edit policy is set to "Concurrent or exclusive editing (CVSNT servers only)", the "CVS Edit" and "CVS Exclusive Edit" menu options do the exact same thing. ("cvs edit -z -c")

I expected the "CVS Edit" menu option to behave the same as it would when the edit policy is set to "Concurrent editing" ("cvs edit -z"), and the "CVS Exclusive Edit" menu option to behave the same as the "CVS Edit" option does when the edit policy is set to "Exclusive editing only (CVSNT servers only)". ("cvs edit -z -x") The expected behavior seems to be the behavior in 1.10.10, but I've only tested in 1.10.10 and 1.12.5.

This appears similar to bug ID 1632598, so it is possible it is a regression.
