Win32 binary build available

There is a non-packaged (just a zip file) win32 binary build available in the files area now. Note - it includes a stub OCI.DLL file that will allow the tora executable to work even if oracle isn't installed. (So we don't have to have two separate tora binaries w/ and w/o oracle.)

If you have oracle installed on your system, remove the oci.dll from the tora directory.

I know there are some issues with this build (lack of installer, help doesn't work quite right, etc.), but it is functional, and I'll be working on trying to get a proper installable version.
