you can download and install Oracle instant client. The zip file should be extracted in the Tora install directory so that Tora.exe and the oci.dll are inthe same folder.
      Hope this helps

Having the same problem, even if have oci.dll inside the tora folder or having oracle installed and the bin folder added to the PATH.

Any Ideas? May it be the problem that I tried to run it on 64 bit windows?

I had the same problem. I would like to share my solution with you to spare your time. ;)

    Operation system: Win 7 64-bit

    TOra is a 32-bit application.
So we must install the 32-bit version of Oracle Instant Client.

I downloaded it from this link:

    http://www.oracle.com/technetwork/database/features/instant-client/index-097480.html

I just unzipped it to my root directory (C:\), so the client is located in

    C:\instantclient_12_1

I appended this directory (C:\instantclient_12_1) to my PATH env. variable (without a '\' at the end).

    Then I restarted my computer.

    That's all!

    I hope it helps!

    Laszlo
