#31 Add language selection in menu/preferences

Add a function that allows the user to select the
interface language (pending a restart). It should also
be possible to revert to the <default> (the OS langage)
This should simply insert two lines at the top of the
.ini file to force another language:
-nl
fr
The list of available languages could be configured in
a property file.
