#81 <start-work> Of module that is not yet updated should work

I have created a module and changed the manifest to
include the module.
The manifest is updated automatically in the CLI.
Now I want to start-work on the module. I get an error
that I have to update the module first.
Either, start-work should update the module using the
update-module command, or check it out itself.
