#5 40 bytes of non-stdin PCM input file are skipped

In toolame 0.2i, when the input file is not stdin and is raw PCM, the
first 40 bytes are skipped. They are read when parse_input_file()
checks for a WAVE header, but there is no seek back to the beginning.
