Log Message:
bug fixes for the hydra convertor which should make it more indistructable
and a mirc issue where reset wasn't resetting the tracking variables.
Encoding aspects of the ctcp2 parser were removed from the tests to match
it missing in the code.  We moved the encoding bits to the SplitAndQ stuff.
