#10 TMX 1.4b support

Currently only TMX 2.0 (a draft standard) is implemented within the TMX editor. 1.4b is the widespread implementation of TMX at the moment and it would be useful to add support for this. The underlying library locale4j will most likely need some changes as well. Perhaps there is a way we can add a "persistent" storage for the TMX file information. We should try to keep extra data we don't directly use available for the next time the open file is saved out. Currently, if its something we don't edit directly (translation key/values) it gets wiped when an existing file made elsewhere is loaded and saved. This information is more meta-data such as authors etc. but still useful to maintain if the editor is used on a file created by another means.
