#13 DBLP statistics do not reflect current values

The DBLP statistics table on the search page does not
reflect the current values.

The first time the table bean is invoked, the values
from publication_statistics are displayed, not matter
how old they are.

The age of the statistics data should be tested and
re-read from the DB if they exceed a certain age.
