Summary: TMAPITopicNamesIndex returns wrong get..ByType(null) result

Initial Comment:
The TopicNamesIndex returns even for 
   Collection coll = tnIdx.getTopicNamesByType(null);
an empty collection.
This is wrong because it has to return all untyped
topic names (this currently means ALL topic names
contained in the topic map).

The attached patch fixes this.
