For the record: we just removed the concept of locators from TMDM (at
the Washington DC meeting), in favour of typed strings. (Ie: there's
one type for strings, and another for URIs, and potentially a third
one for people wanting HyTime locators.) If this has any effect on
this you may want to reconsider.

Slides from the meeting with rationale in them will be posted shortly.
