The page you cited seems to imply not. I know CVS is old and doggy, but we are all familiar with it which is itself a big help. If we were to change, I would prefer Subversion, because I have used it every day for years and I know it pretty well. I also very much like Subversion's reliance on HTTP and WebDAV, which makes it easy to use behind web proxies, and with web tools in general. Are you familiar with Subversion? By contrast I'ave never used Mercurial (or even heard of it until now) and I would really prefer not to have to learn a new revision control system. I think this is an interesting suggestion ... there are quite a few build files which would need rewriting, but it could certainly be done.
