#135 Tcl'2003: Split photo masters into Tcl package

One idea that came up at Tcl2003 (in discussion with
dgp and kbk IIRC) was that the photo master code
could/should be split off into a separate package that
can be loaded from Tcl without Tk. That would prompt
cleaning up of the grotty colour parsing mechanism, and
would let images be trivially usable from applications
like CGI scripts where display access is impractical
and undesirable.

    I've had a deeper look at this, and this is really quite
    tricky. Some of the transparency handling is fairly tangled
    up in the graphical layer and there are a number of cross
    hacks to try to make that efficient which make disentangling
    it all a significant bit of work.

    If anyone wants to take this on, I'd be happy to talk to
    them about it all more and lend help and encouragement. But
    there's no realistic prospect of my doing this in the
    forseeable future, so I'm dropping ownership of this FRQ...
