The tiff submodule fails to build if JBIG is installed system-wide. The configure script of libtiff then figures out JBIG support, but the corresponding codec is not built.
I'd suggest to disable JBIG regardless of the system-installed libraries, otherwise the resulting binary would not be portable/standalone.

Good suggestion, thanks! I was able to reproduce this on Cygwin. Should be fixed on trunk now.
