Since the upgrade from subversion 1.6 to 1.7, subversion does not seem to work anymore.
"tkdiff <file>" complains that a file is not under revision control, even though a standard "svn diff <file>" command confirms
that it is. "svn diff --diff-cmd=tkdiff <file>" actually also works.

    I checked in a fix. It was doing something it didn't need to,

    My fix won't really work unless you're in the top level. The larger problem is that now there's no .svn directory at the lower levels, so another method will have to be used to detect whether it's a subversion repository, most likely to do "svn info" and see if it returns an error status. I'm working on it.
