#16 wrong lines are tagged

after a file contains single CR (\r) characters, i.e.
without associated LF, the graphical output will
erroneously
mark the line preceeding a differing pair of lines.
This was observed using tkdiff v4.0 and Tcl/Tk 8.3 on
Solaris 8

    I ran into a similar problem. I have a file that has
    (CR)(CR)(LF) at the end, and I get the same behavior. It
    was catching some of the diffs, but it was not showing all
    of them. Plus, the ones it did show were not lined up
    between the 2 files.

    This is on Windows using ActiveTCL 8.4.9 with tkdiff 4.0.2.

    I tried this with tkdiff 3.10 as well, and I got the same
    results. Seems like a problem with the logic of the
    program. I checked the files using just the diff tool I
    have, and it displays everything properly.
