Minor bugfix release

Hi everybody,

after I had tkCybernetics lying in my dustier folders for some time, I decided to make it publicly available.
So here is the new project page (thanx Sourceforge!), and the first official release.
The program was used in a practical course and by my colleagues, so it might as well work for you ;-)
Please use the sourceforge assistants (bug tracker, support tracker and so on) to report problems, request features and so on.
