What version of Titan Panel are you using and on what operating system?
5.0.10.40300

What steps will reproduce the problem?
1. Uninstalled and reinstalled Panel and all components...no help
2. did the /titan reset...no help
3. I even tried repair tool on WoW...no help

What is the expected output? What do you see instead?
Trying to put icons or texts on bar, nothing shows up, it will
select the addon but it won't appear and if you go back to the
addon selection it looks like it was never selected at all

Please attach a screenshot if you believe that will assist.
Please provide any additional information below that you feel is relevant.

Does this happen with only Titan installed?
Does this occur on all characters?
Did this occur after the last Titan update?
(and from which Titan version did you update from?)
Did this occur after a Blizz update?
What OS are you running WoW on?

If you would, please send your Titan.lua from your <WoW>/<Account>/SavedVariables folder to urnati gmail.
    Thank you in advance

I have experienced the same problem as described above.  I have assembled all of the information you need to diagnose the problem.  Accordingly, I have sent screenshots and the .lua file to your urnati gmail, as follows:

    "As per your request:

    (1) Does this happen with only Titan installed?
YES.  Pictures are titled by time.

    (2) Does this occur on all characters?
    YES.

    (3) Did this occur after the last Titan update?  (and from which Titan version did you update?)
YES.  See Screenshot of AddOn List with version number.  I use Curse Client to update, so I assume it updated from version 5.0.9.

    (4) Did this occur after a Blizz update?
YES.  The problem began after updating to Patch 4.3.

    (5) What OS are you running WoW on?
    OS X 10.7.2

    (6) If you would, please send your Titan.lua.
    Sure.  It is attached."

    I hope this helps!
    Bradford.

We found this can occur when any of the Titan plugins that are defaults (Location, XP, Gold, Clock, Volume, AutoHide, Bag, Repair) are not enabled. After a Titan reset or new character the issue can surface (there could be more scenarios). This was found while troubleshooting issue 737.

We are testing a fix to allow a user to not install or disable the default Titan plugins. This also fixes the 'cannot enable plugins' for the scenarios we know.

If you have all plugins enabled and still have the issue then please comment on this issue with more details or send your saved Titan variables (<WoW>/<account>/SavedVariables/Titan.lua) to urnati gmail.
