#1369 Latency Colored Text Always Green

PERFORMANCEBAR_LOW_LATENCY and PERFORMANCEBAR_MEDIUM_LATENCY are no longer defined globally, so the "Show Colored Text" feature for latency always returns green.

These variables were previously defined as

PERFORMANCEBAR_LOW_LATENCY = 300;
PERFORMANCEBAR_MEDIUM_LATENCY = 600;
