#1332 Checkbox for Tooltiop Display only if modifier is pressed.

Add option for each plugin so that a modifier key has to be pressed before the tooltip will show when then mouse is over the plugin on the bar. Example: addon SilverDragon's LDB display has a huge tooltip; I only want it to show if I'm holding ctrl, alt, or shift while my mouse is over the addon.
ChocolateBar has this feature and I found it very useful.

This is working locally although control key must be pressed BEFORE mousing over Titan button. My attempt to allow control press over the plugin went rather, um, poorly :) so I may try again later in the year.

Configuration > Tooltips and Frames updated for this feature.

ALT / CTRL / Shift are available. If all three are selected ANY or combo can be used.

I think I covered the various LDB methods. Please let me know of any LDB plugin that does not conform.
