#1303 Bottom bar makes action bars unclickable

Hi,

I am using Titan Panels Bottom Bar 1 and sometimes my action bars collide with the bottom bar and become sometimes even unclickable. This only happens when I'm infight and only resets when I get out of fight.

For example:
When Sire Denathrius casts Blood Price and stuns me in the air my action bars are overlapping with the bottom bar.

Same thing happens when I get an extra action bar such as the spear at Devos fight in Spires of Ascension.

Today the worldquest "A Matter of Stealth" is up in Ardenweald, where you are this little faerie and need to enrage that Sylvars. If I get caught by the elites, losing my faerie form and getting my normal action bars back they are overlapping with bottom bar and unclickable until I'm out of fight.

I have this issue since SL prepatch I guess, so my screenshots are a bit older but this also happens with v5.20.3.90005 which I'm currently using.
I have no other addon that modifies my action bars in any way. When disabling Titan Panel the problem does not occur. Even just disabling the bottom bar helps to avoid this problem but I'm no fan of the top bars.

This sounds like a problem with InCombat lock.

Edit Mode in retail allows users to move UI frames.
