Martin, It is not obvious to me from the capture as to why no video is being transmitted. I suspect that the Telepresence Server does not think that TIP negotiation has completed on the video channel, as this would trigger a SIP re-INVITE and there is no such re-INVITE in the capture. I need to see the Telepresence Server event log to see if any problems are reported there. Unfortunately you are using Telepresence Server v2.1 which is a little old now and probably is less resilient to problems in the TIP messaging. You might have more success with version 2.2 (which has been released for some time and can be downloaded for free).
